Yes, if you restart your phone for any reason, you will need to use your passcode. TouchID will not work until the phone is completely booted.

That is the expected behavior. Whenever you restart, reset, or not use your device for 48 hours, you need to re-enter your passcode.

Letting your battery drain completely is just about the only thing that can damage it. You should watch out so it never happens.

If you turn it off and turn it back on, (i.e. Restarting it), you will need to enter your password.

in this video https://www.youtube.com/watch?v=xaWLVkJJfKg When he boots up his phone he can put his touch id right away, i cant when i power it on as the video show it says the iphone has restarted and i need to insert my passcode to start using again the touch id so my iphone is counting every boot like a restart and not like a normal shutdown

Do not believe everything you see on YouTube.

Did you read the article I linked to? The phone cannot access the Secure Enclave until it boots up. The fingerprint information is stored in the Secure Enclave. Therefore, you cannot use TouchID when first booting up. You're phone is working exactly as designed.

I am not restarting it! I am shutting it down! with every iphone or ipad i use if i shut it down and turn it on back again i can use touch id right away, in my phone it says it has restarted and again and asking to reinsert my passcode

Do you have an iphone on hand to correct me if i am wrong and test it for yourself?

Then you have the only iPhones and iPads that work that way. If your iOS device has been turned off for any reason, whether because you turned it of, because it ran out of battery, or because you did a forced restart, you will need to enter your passcode.
