Q: Can't continue when setting up a new account

Hi

I'm trying to set up a new apple account for my son, I fill in all the fields on the setup page with email address, security questions, security code etc and when I hit enter, it emails me the code but when I enter the code, it goes back to the same page I have already filled in and won't progress any further.  Hitting continue does nothing and if I leave the page, I have to restart with the information again.  Any tips would be greatly appreciated.
