my computer doesnt find all my pictures from my phone when i try to import

I have an iphone 6, I had an iphone 4s & I imported all of my pictures and contacts ect. to my iphone 6. After the transition to my iphone 6, the pictures on my phone had to load whenever I tried to view them & if I wasn't connected to wifi they wouldn't load even if I had LTE service. Recently I have tried multiple times to download my pictures from my phone to my Toshiba laptop. As usual I plug my phone into my computer using the USB cord & then a screen pops up asking if I want to import my photos & it gives me an option to do it with windows live photo gallery and some other things. I choose the windows live photo gallery. My computer and phone go through the process of finding my pictures but it only find a little amount of my pictures. I have 900 pictures and it only finds 8 of my most recent ones. I am thinking this is because these recent pictures are loaded. But I don't know how to make all 900 pictures load & import. I also think it may have something to do with my storage.

Followed every step,

Icloud photo library is turned on, in iphone settings.

Logged onto icloud.com. my pictures are not loading at all.

It is showing thumbnails for my photo folders but no matter what folder i click nothing shows up 😟

Greetings Lily1616,

From what I can gather, your iPhone isn’t loading your photos immediately and won't load them at all when not on Wi-Fi. When you try importing them from your phone to the computer, it only loads 8 photos when you have 900+.

This sounds like you may be using iCloud Photo Library and that could explain the reason your photos are acting the way they are.

When you turn on iCloud Photo Library on your iOS device or Mac, your photos and videos will upload after you connect to the Internet with Wi-Fi and your battery is charged. You can see the status and pause the upload for one day when you follow these steps:

On your iOS device, tap Settings > iCloud > Photos.

Depending on your Internet connection speed, the time it takes for your photos and videos to appear on the Photos app on iCloud and all of your devices might vary. Make sure you turn on iCloud Photo Library on each device.

Go ahead and check if you have this enabled and go to iCloud.com on your computer and sign in. There you can select photos and see if they show up there. If they do, you can go ahead and download the photos from there to your computer.
