    Yes I think I have about 200GB so I increased my storage plan from 200 gb to 1 TB. I closed the app and powered down and then up again my Mac. Now Photos says it is trying to upload 99,000 pictures equivalent to 18TB. Something is horrible wrong. I have used the Repair function but the problem still exists.

    Quit Photos again.

     

    Then create a new, empty Photos library. You create the new library by holding down the options key while launching Photos. From the File Chooser panel dialog select to create a new library.

     

    Make this empty Photos Library your System Photos Library.

     

    In the Photos Preferences > General click "Use as System Photo Library". This option should now be greyed out.

    This will disable iCloud Photo Library for your current Photos library.

     

    Now double-click your main Photos library to switch back, but don't enable iCloud Photo Library for it again, until you have checked the library for duplicates and the number of photos. Click the "All Photos" album. The upper right corner should be showing the number of items. How many are there?

    What is the exact message and where are you seeing it?

     

    What is the history of your Photos Library?  Is it a migrated Aperture Library or iPhoto Library?  Are you using iCloud Photo Library on multiple devices?  Did you previously upload the library to iCloud successfully, or is it your first try to upload the library?

     

    One thing that could account for large upload numbers would be RAW&JPEG pairs.  Photos is stacking both original files, the JPEG and the RAW file and counting them as one, but two file will have to be uploaded.  The same happens, if your photos have been externally edited. Both the external edit and the original will upload to iCloud.
