    Have you iCloud Photo Library enabled with "Optimize Storage"?  The iPad will replace the full versions of the photos by smaller versions, when you are running out of storage on the iPhone.  If you are using "Optimize Storage" you need a fast internet connection to be able to browse your photos in full quality, because the iPad need to download the high quality versions from iCloud, if you want to view them or edit them.

    Many thanks leione for the info. I haven't used iCloud for my photos as there are so few at present. The ones I took 12 months ago are now grainy in quality and am wondering if there will be much left after another 12 months?
