I’d like to help answer your questions regarding syncing your notes with Outlook. It sounds like your iPhone 5 may have been using an older iOS version that supports this. Syncing notes via USB isn’t supported with iOS 9 and later.
Instead of using this method, you can set up your Outlook mail account using iOS Mail:
Add an email account to your iPhone, iPad, or iPod touch - Apple Support
Alternatively, you can also use the Outlook app for iOS:
Set up email on an iPhone or iPad (iOS device) - Office Support

For many years I used MS Outlook and Office for practically everything with PCs. Then in 2010 I began converting to Apple, Notes app, Pages, Numbers and Word. In late 2011 I bought a new iMac 21.5 and began learning how to sync, struggling a lot with iCloud. But that is all behind me. My iOS Notes app has 250 documents and now syncs through iCloud for all three devices, Mac, Pad and Phone 6s. Side point: I have tried to learn Evernote but have not succeeded yet.
