MacBook Pro has just been factory reset so I can sell on Ebay. Now someone is asking for the battery cycle count. Can I access it from the "welcome" screen that now shows or is there no way around now that it's been reset?

I used option+7 to get "|" in terminal and just wrote: system_profiler SPPowerDataType | grep "Cycle Count"

I cannot access that screen. The Mac was factory reset and set up so that when the new owner starts the computer, the "welcome, what country are you from screen" is shown just like if you were to open a brand new computer. Is there a way to check the battery cycle count any other way - without being logged into the Mac?

Apple Techs can get that info when they evaluate a Mac for battery service. But they use a special service drive to boot from without touching the internal device. So yes, it can be done but no, you can't do it.
Boot in recovery mode and open Terminal then execute this command:
system_profiler SPPowerDataType | grep "Cycle Count" | awk '{print $3}'
