If you can't contact the seller, and you did not purchase it through a service that provides some kind of buyer protection, turn it over to the police. It's a brick.

You can take pictures, browse the web, check your email... But you are still pretty limited. There are ways to bypass the icloud lock, but there is a small chance that they will work. I would just sell it on ebay. Maybe someone could scrap it for parts or something.
