Apple configurator 2 deploying unsupervised profiles

I would like to be able to apply a blue print, with a profile and apps. I have tried a series of different methods that haven’t worked so far:

Supervised with MDM/manual enrollment selected, blue print with profile, restrictions and apps.

- When opening an app, users are asked to enter their apple account info (not what I want)

Unsupervised with just a blueprint, profile(apps, unsupervised restrictions)

- When attempting to apply to iPads, I continuously get an error indicating that my device are unsupervised

Supervised with MDM/Automatic enrollment selected, blue print with profile, restrictions and apps

- iPads can’t reach the MDM server to enroll

Unsupervised with just a profile, using a single app and no restrictions.

- Caused the same error to appear about requiring supervision

So I guess now I don’t care so much about MDM or remote VPP deployment. My main concern is being able to apply a profile so that I can enforce restrictions. Is there a way to do this with the devices set to unsupervised?

Any and all help you can render is appreciated, as I am out of options that I’m aware of

iPad Air, iOS 9.3.2
