I only have my cell phone that is not an apple and I need to change my billing info on my account how can I do that?

This is on your iTunes account ? You can use a computer's iTunes e.g. Account > View My Account (Store > View Account on older versions of iTunes) menu option to log into the account : Change or remove your Apple ID payment information - Apple Support
