Is the book viewed in preview mode in iBooks author on my device (iPad air) look the same and function the same
as the final published book would look and function when purchased and downloaded from
iTunes store?

Preview mode can be unreliable. Export your book to .ibooks format and transfer the file to the device it will be read on to see how the final book should look.
