I have iCloud activated to sync my Notes but they don't come up?

Under Settings I selected Notes under iCloud so my phone knows it should sync my Notes with my iCloud account, but when I look on my computer, nothing gets synced. I noticed there are two folders on Notes called "iCloud" and "On my iPhone", and all of my notes are under "On my iPhone". I'm assuming this is why they haven't been syncing. Is there a way I can move them to the "iCloud" folder without losing anything? Or some how get them to show up on my computer so I can save them in Notes on my Macbook?

Try going to iCloud.com to see if the items are there and whether they are from the device or the computer. That should show whether the device or the computer isn't syncing. If the computer, try going to System Preferences/iCloud and stop syncing. Wait a couple of minutes, then recheck syncing. If the device, go to Settings/iCloud and do the above. You can also try signing out of iCloud and then sign in again.

Thank you for the help, sorry for the late reply. After doing a test like LACAllen suggested, I followed what you said about checking iCloud.com and the test note showed up there. At least I'm able to access the notes that way once I merge them all into the iCloud folder on Notes on the phone. I'm still not sure which device it at fault, since I still can't access those notes though the Notes app on my MacBook. But that doesn't matter, as long as I can access them on iCloud.com. Thank you again!
