Macbook Pro flashing folder with question mark on startup

Every time I start my MacBook Pro I get stuck on a flashing folder with a question mark in the middle. Is there a way to fix this without the use of the internet as I do not have internet at home. I do not have any disks that came with my laptop so I cant re install iOS or can I just buy it from a store?
