The "turn on iCloud music library" setting won't stay on my PC

I want to share my iTunes library across all my idevices (iPad, iPhone, iPod). Each device has different storage limits and my music library is much larger than any of my devices. In my iPad, I set the iCloud Music Library setting to "on" and it stays. On my PC (not a Mac), I have my music library uploaded in iTunes and all the files are on a USB drive connected to the PC. They are NOT on the local hard drive. When I change the setting in iTunes to "use iCloud Library", it appears to synch my music to my iCloud account. However, when I check back the next day, the setting has been turned off.

1. why would the setting not stay?

2. how can I verify what songs are in my primary music library in iCloud?

3. I can see some of my files on the iPad now, but not very many. Also, there are some albums that are not complete and show only a few songs. The others are greyed out.

4. I want to ensure that no files are downloaded offline/locally to the iPod because of limited storage. However, I would like to have some songs able to be played offline on the iPad, as it has much more storage.

Thanks for the help.

Hello Birdlars,

Thank you for being part of the Apple Community!

Having all you music available across all your Apple devices is a great thing!

The best way to do this is by using Apple Music. It allows you to have all you music, whether purchased thru iTunes or anywhere else, available on all your apple devices by either streaming them from iCloud or storing them locally for "off-line" listening. To take full advantage of Apple Music, follow these instructions: Sync Apple Music across your iPhone, iPad, iPod touch and computer

Make sure you are following the instructions under "On your Mac or PC" completely. This should ensure that the settings stay the way they should.

If the issue persists, back up your iTunes Library and reinstall the latest version of iTunes for Windows.

Manage and back up your iTunes media library

Remove and reinstall iTunes and related software components for Windows 7 and later

You can check the status of all your music by looking at the icons next to the track in iTunes. Here is an explanation of what the icons represent: About iCloud Music Library icons and status. You can also control what is downloaded locally to each device from iTunes.
