Q: how do i remove a family member from icloud account who was established under 13 years old?
I need to remove family member from icloud family sharing account. Family member was under 13 years old at time of account creation and iphone is now lost.

'Was under 13', are they still under 13 ? The page that you posted from tells you how to remove a member from a family : Leave Family Sharing - Apple Support
If they are still under-13
Children under 13 can't be removed from a family. If you need to, you can transfer the child to another family or delete their Apple ID.
If you haven't got another family group to move them to and you can't delete their account (which would also delete their purchases) try contacting iTunes Support : https://www.apple.com/emea/support/itunes/contact.html
Or, as well as changing any other password stored on the phone (e.g. email, Safari site logons), you could change their account's password
