Q: How about a fix for both the web browser freeze issue as well as Apple mail no longer working? MacBook Pro circa early 2011!

That's about as concise as it gets! Things worked fine until the last two is updates!

MacBook Pro (13-inch Early 2011), OS X El Capitan (10.11.5), Lots of rainbow hued wheels spinnin

They work fine for me on the same model you have. You might try:

Install Yosemite or El Capitan from Scratch

    1. Restart the computer. Immediately after the chime hold down the Command and R keys until the Apple logo appears. When the Utility Menu appears.
    2. Select Disk Utility from the Utility Menu and click on Continue button.
    3. When Disk Utility loads select the volume (indented entry, usually Macintosh HD) from the side list.
    4. Click on the Erase icon in Disk Utility's main window. A panel will drop down.
    5. Set the Format type to Mac OS Extended (Journaled.)
    6. Click on the Apply button, then wait for the Done button to activate and click on it.
    7. Quit Disk Utility and return to the Utility Menu.
    8. Select Reinstall OS X and click on the Continue button.

This sounds suspiciously like erasing and /or reformatting the hard drive! I'm relatively new to Apple so please forgive if I'm bringing up an inane topic. For fairly obvious reasons I would prefer not to revert to the original factory format as I have been using this machine for almost five years now. Where can I read more about what you are suggesting?

    Thanks for your response.

Third party malicious app installed or if the user is not closing the lid and continuously using the system for days , kernel panics etc are some reasons of web browser freezing .

If mail is not working its better to take  back up of all mails , delete the old IMAP account and rebuild the new map account .

Go in safe mode and run SMC and  PRAM .

Please decipher SMC, PRAM and "kernel panics etc". I have already deleted all my email accounts and "rebuilt" all of them; no noticeable difference except that Apple Mail seems not too work far more consistently. I do have a tendency to not turn off (reboot) the system for long periods of time. I don't generally leave the lid up, although I probably have on one or two occasions.
