Q: Cannot sync from iTunes to iPhone

I am completely unable to sync music that appears and plays in iTunes 12.4.1.6 to my iPhone 9.3.2. I have tried replacing the .ifl file but this does not solve my problem. I also tried WiFi syncing but this didn't solve the problem.

MacBook Pro, OS X El Capitan (10.11.3), Messages v 9.1 (5805)

Here is something very odd. When I'm at the screen for my iPhone and under the heading "On My Device" I click on Music and I can see the missing songs, but when I check the iPhone's Music app it doesn't appear there.

iTunes shows 183 songs but the iPhone shows 166. I did everything in the above article and I still cannot get the sync/songs to display on my iPhone.
