Just downloaded Windows 10. My Contacts and Calendars from iPhone and iPad will not sync with Outlook. I made sure all settings in iCloud are correct. What to do???

I just downloaded Windows 10. My Contacts and Calendars from my iPad and iPhone will not sync with Outlook (2013). I made sure settings were correct in iCloud, but when I click on iCloud contacts or calendar, I get an error message that says: "The set of folders cannot be opened. The information store could not be opened". No ideas what this means.

Has anyone seen this message? What "information store" is this referring to?
