I downloaded latest vs. of I Tunes yesterday on my windows 10 laptop and now I Tunes will hardly ever open and when it does nothing works.

Then reinstall iTunes 12.4.1 after restarting your PC and making sure all traces of iTunes software is removed. Note: do not delete your iTunes library.
