older live photos no longer working

I recently noticed that all of my live photos that I have taken are no longer working in the camera roll. the edit button is greyed out as is the share button. It seems the only way to recover them is if I had them added to a photo stream I can resave them. Has any one else had this issue? I have an iPhone 6s running 9.3.2.
