Q: Activation Lock is OFF !?!??!

Few days ago my iPhone6 was stolen, i used find my iphone app to remotely lock it. next day request was still pending so i asked the app to remotely wipe the phone. Next day all requests still pending, i cancel them all and click again on the option lost mode to lock it. yesterday i received an apple alert, i login to my account and icloud gives me an error that your device was deleted and can no longer be viewd from find my iphone. i logged in to my apple id and i still can see my phone associated with my apple ID, so i take the serial to check the Activation Lock Status:

ACTIVATION LOCK STATUS: OFF

This device can be activated from a new user

what?!?!?!? why ?!?!?!? how ?!?!?!?

PLEAE HELP ME FIX THIS, I DONT WANT THEM TO HAVE MY DEVICE GIFTED TO THEM

Are you sure you did everything in the proper way? There is no way activation lock may be turned off by someone else. Only the original owner can do this.

yeah, event the apple alert i received was saying:

Your device was found and locked, to track it follow the link below
and it had a link to redirect me to icloud.com/find
