I know how important it is to be sure the iPhone is syncing properly to the Exchange server as well. Without knowing exactly what steps you've tried so far, I would suggest starting with this article here: Get help with Mail on your iPhone, iPad, and iPod touch
Also, more specifically with your issue, try this article: Set up Exchange ActiveSync on your iPhone, iPad, or iPod touch It might be a good idea to remove the account add it back to your iPhone and see if that helps.
One more option is to Reset your Network Settings. Tap Settings > General > Reset > Reset Network Settings. This also resets Wi-Fi networks and passwords, cellular settings, and VPN and APN settings that you've used before.

I have tested successful mail sync on other phone models, I have removed and re-added the account, I have turned off mail sync rebooted the phone and turned mail sync back on this corrects the issue temporarily. I'm still experiencing issues and looking for assistance.

It sounds like you've done some great steps so far to troubleshoot. At this point, it would be best to back the phone up and then reinstall the operating system through iTunes to see if the issue is software related.

These steps will tell you how to restore the iPhone to factory which will reinstall the operating system: Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
Once that's done, set the phone up as new and see if you're still having the issue if you add the account back. Once you've tested the issue, restore the backup from either from iTunes or iCloud.
