We have both a iPhone 5c and 5s in the family. I don't know if this is a phone issue or provider issue. When I call my daughters, it will ring busy first (never showing on their actual phone) and then I call back. It will SOMETIMES actually ring through on the second time, but not always.
Is this a provider issue? A phone issue? I'm not sure where to start.

It's not prompting you to go to voicemail when you dial the number the first time. It only rings a busy signal. If we are checking iPhone settings that can have a similar effect, Use Do Not Disturb on your iPhone, iPad, or iPod touch - Apple Support. It doesn't sound like this is the culprit though, because the caller would be prompted to voicemail, not a busy signal. The second call going through sounds similar to it though.
From the way you explained it, this happens on all of your phones in the household? Is there ever a time where this is not reproduced? Are you only noticing this behavior when the devices are at home, or no matter where you are? There may be some environmental issues at play with the connection. In summation, if this issue is not resolved be disabling Do Not Disturb, I would recommend having a conversation with your carrier about possible environmental interruptions that could be causing this to happen on all of your phones.
