If I understand correctly, you are unable to access websites in Safari after updating your iPad. Please follow these steps in order:1. Force Safari to close on your iPad
3. Test the issue again. You also might want to clear your history and cookies from Safari by tapping Settings > Safari > Clear History and Website Data.
