Q: Can't get into my rescue email account at all !

I Can't get into my rescue email account and am locked out of Apple and can't purchase from gift card now. Can Apple reset it to one I do use. thank you

If you've forgotten or been locked out of your rescue email you may be able to reset your password using the security questions set up on your Apple ID.
