Q: reboot it now it stuck on activate ipod

From your description it appears it is asking you to enter the ID and password last used Settings>iCloud on the iPod.
Find My iPhone Activation Lock - Apple Support
If y are not the original purchaser and have proof of purchase Apple will not help
