Can I use a lightning charger with a IPad 2

I'm not sure what a "lightning charger" is, but here is a Lightning Connector:

All current iPads use a lightening connector to charge them and sync data and backup. Lightening charging uses a lightening to USB cable to connect to a USB output power brick. There is no such thing as a lightening charger though.

If you have an iPad 2 (not an iPad Air 2) you CANNOT use any lightning accesories as your iPad model uses the older 30 pin dock connector.

If you are talking about the 29 W charging adapter for use with the large, 12.9" screen iPad Pro model, you cannot use that adapter as it it is designed to work with large iPad Pro only as the large iPad is the only iPad, to date, that uses a USB-C speed compliant lightning connector to enable fast charging of the larger screen iPad Pro by using the more powerful 29 W charging adapter with the new, special USB-C compliant lightning cable.
