My AppleTV 4th gen can stream from my laptop but not from any of my iPhone 6S or 6S Plus. My IOS is 9.3.2. Any idea?

Check for updates on ATV.
Are the phones on the same WiFi as ATV?
Please describe exactly what you cannot do. Do you see Apple TV in the AirPlay popup menu? What app are you trying to AirPlay from?
Both ATV and iPhones are up to date. All devices are on the same WiFi network. All iPhones show the name of my ATV in the AirPlay menu when swiped upwards. Have tried both Mirror off and on but nothing is played on the TV. I tried streaming a video from YouTube, news on CNN, movies from SuperChillin, etc, to this ATV 4th Gen. but all I could see was a black screen on TV, and on my phone I could see that the run time next to the Done button was stuck in a small loop. However, all of these sites work just fine on my ATV 2nd Gen. Did both Reset and Reset & Update. Did connect the ATV to the router via eternet cable and WiFi - nothing helped at all. But it works when streaming from my laptop using iTunes.
To fix the normal AirPlay problem where the runtime is stuck in a small loop, try this: while the runtime is looping, open Control Center and the AirPlay menu, and briefly turn AirPlay off and back on. This problem began with an update, maybe 9.2, and has persisted. You may also need to hit Play again to get it moving. BTW, the black screen you see on ATV is just the first frame of the video.
how are they all connected ?
some routers keep 2.4Ghz wifi, 5Ghz wifi and wired ethernet as seperate unbridged networks unless the user change it
it would even if they are not fully bridged result in some ports not working
but first troubleshoot should of cause be pull the plug of the router and the appletv for 30sec

That didn't fix it.
When I'm on the screen with a big monitor icon in the middle and a Done button and the runtime line at the top, if I swipe upwards to display the Control Center (where icons of the WiFi, Bluetooth, etc are shown), I can see the runtime on this page is running fine, but the runtime next to the Done button at the top is stuck in the loop.

I tried all configurations (wired the ATV, ATV and phone on the same 2.4Ghz and also both on the 5.0Ghz). The setup is not that complicated; it's very much a plug-n-play thing, especially, with the setup with a device feature on the ATV 4. I did unplug my cable modem, router and ATV and wait more than 5 minutes before reconnecting them plus a reset on the ATV. it didn't get fixed.
Weird thing is: one out of countless number of try, it works as normally as it's supposed to, without trying anything.
OK. It looks like the runtime in tne Control Center is also the download time, which you can see on the TV screen when you touch the remote touchpad, or pause the playback. Please confirm that you did try turning AirPlay off and back on while in this configuration. You need to turn it off long enough that the video starts to appear on the iPhone screen. Note that some videos will not respond to this treatment; apparently their formats are incompatible with ATV, or the servers refuse to send them to ATV.

Yes, I did turn off the AirPlay - by both selecting iPhone and by turning off the WiFi in the Control Cente and wait about 30 seconds.. I also tried to stream after the video has played on the phone. I did try with the lower resolution as well. However, sometimes when it works, I don't need to do anything. It just works normally.
Exactly, sometimes it works. I think it's a timing problem between different threads involved in AirPlay. You should definitely report this at https://www.apple.com/feedback/appletv.html so Apple knows it's not perfect.
BTW, I wouldn't turn off WiFi; that's a bit too violent. Just the simple AirPlay off/on has always worked for me. Starting on the phone, then switching over does not seem to work. Seems like the ATV has to try and fail before it can be made to work.
TThought that I might want to share this with you and those who read this thread.
So, I called Apple Support, and they sent me a replacement unit the next day. I forgot to check the tvOS version of the replacement before I tried it, but it was working perfectly right out of the box. Then, it asked me to upgrade. So, I did. Guess what? It was then doing the very same thing as the original unit did. So, I called the support team again, and they told me that the tvOS version 9.2.1, for security purposes, had blocked video streaming from some web sites. They will send me a second replacement unit, and this time I will turn off the automatic upgrade feature. I love Apple Care.
so what you're saying is that it was never a random thing it was some websites which would not work ?
It looks that way. The tvOS 9.2.1 must have blocked some web sites among which was the SUPERCHILLIN.*** - my movies web site.
So, if anybody is planning to buy an ATV 4th generation, I would recommend not to update to tvOS 9.2.1 and wait until they've fixed this security issue.
