Appstore declining my correct billing information

The appstore has declined my correct billing info and is preventing me from even making free purchases, i tried switching to a different ID but then i can'tupdate any apps because they were downloaded on the other account and it asks me to checm my info again and then declines it again, when i go to my ID page to check the info there'sno NONE button to select so i can't just switch back to no payment method. I have seen posts about this problem from back in 2010 so it's still here, PLEASE HELP!

It is your bank that is declining the change, not Apple. It is most likely the CVV that is not correct. Apple requires it's account holders to validate themselves using a valid, including a CVV that is authorized by their bank in real time, payment method. Once done, you can absolutely remove the payment method and get all the free apps you wish.
