iMessages and Facetime "An error occurred during activation. Try again."

All of the sudden, my iMessages and Facetime don't work anymore.

I've tried turning on the iMessages, but continue to get a message that states, "An error occurred during activation. Try again."

I've also tried shutting my phone down completely. I've tried using my Apple ID... I get server Failed.

I've tried a Soft Reset.

Everything else works..But These 2 do not... Please help.

iPhone 5c, iOS 9.3.2

For iMessage and FaceTime to work, your iPhone has to send an activation SMS:

If you get an error when trying to activate iMessage or FaceTime - Apple Support

Latest I heard, this SMS is being sent to a U.K. number (in the background - it does not show in Messages, but it is happening) and it's not free of charge. So if for some reason this SMS can't be sent - for example, because your provider is blocking international SMS or you're on a prepaid contract and there is not enough balance - iMessage and FaceTime will not work.
