Q: I bought an ipad 4 and it is stuck on activation and it requiers the previos owners apple id and password but i dont know who that was what can i do
How can I gain access to the device?

You are describing Activation Lock, which is designed to prevent unauthorised use of an iPad if it is lost or stolen.
Unless you can arrange for the previous owner to follow the steps in the following support article, you should return the iPad for a refund or exchange, as there is no way around this security feature.
