Apps for your MacBook can only be used on your Mac, they can't be installed on your phone, they are different operating systems - if the developer has a version for your phone it might be in your country's App Store (App Store app on your phone or iTunes App Store on your Mac) for buying

And
that used to register with iPhone
means the id that was originally used to activate the phone, the phone wasn't bought used or activated by a different account ?

But, when I try to download keynote from Apps store, they ask me to pay 9.99 USD. My opinion is, since its standard programme, it should be free.

Did you buy the phone new ?
If you did then have you logged out and back into your account on the phone as I've previously suggested ?
If the phone was bought new and hadn't previously been activated, you've logged out and back into the account on it, then contact iTunes Support : https://www.apple.com/emea/support/itunes/contact.html

Even, I can't use family sharing with my wife's apple ID
