Without knowing what device you're wanting to set up iCloud contacts on, I can recommend the following article:

Set up iCloud on all your devices

Basically, once you sign into iCloud with your Apple ID on your device, be sure that Contacts is enabled.  Then all contacts you add will sync to iCloud and be available on all your devices, as well as the following site:

iCloud.com
