Disable three-finger scroll

Is there a way to disable three-finger scroll (while maintaining two-finger scroll) on a MacBook's trackpad? I seem to be able to scroll with both two and three fingers, but only want it for two.

MacBook (Retina, 12-inch, Early 2016)

If you enable dragging with 3 fingers it will disable scrolling with 3 fingers.

Dragging with 3 fingers is found in: Accessibility (I know it's not where you would think)

  1. Select Mouse and Trackpad.
  2. Trackpad Options
  3. click Enable dragging
    1. from drop down select three finger drag.

Result: With 3 fingers on highlighted file or text within a document the selection will be dragged rather than scroll of window.

If no text or file are highlighted 3 fingers will highlight text or a file group pick up and place 3 fingers to drag highlighted content.
