why arent all the photos on my phone on icloud?

Why aren't all of the photos on my phone viewable on icloud?

Do you have Settings > iCloud > iCloud Photo Library turned on in the phone? How long ago did you turn that setting on? Have you been connected to wi-fi? How many photos are on iCloud and how many are missing?

If you copied them to your device using iTunes, the won't load to iCloud.

I turned the setting on around May 23. The only ones that have uploaded are from Feb 28 to the present. Now I have managed storage so I have more room to duplicate and upload, but over several hours it has added only a few more photos to icloud.
