My iPad is not working and is not eligible for rebuild. Can I go back to an older OS version?

You've tried all of the steps on that page in including trying on a different computer and network ? Is the iPad jailbroken ?

No, downgrading the iOS version isn't supported. Is that what you are trying to do ?
It's an iPad 2. It wasn't working well after the last update so I think I was pushing the envelope on that. I know it's old. But I'd still like to use it. I'd like to restore it to it's original OS… or at least one that was stable and working. Right now it's useless.
You can't downgrade the iOS version, if that is what you are trying to do you are likely to get the 'eligible' message
I tried all the steps. I tried a different computer with all software and hardware up to date. Went to terminal. Typed in the code. I never got the message. Nothing. It is not jailbroken. Should I do that?

No, not unless you want to open it up to malware and other problems, and no longer get any support from these forums nor Apple.
I don't know what jailbreak means but okay. I just want an iPad that works. right now it's not looking too good! I tried another computer on a different network. One I tried was at home on a wifi/satellite system. The one at work was a high speed cable connection. I'd like to go back to an earlier version of the OS though, as the new one wasn't working very well. And then it died.
As been said before: you cannot go back to an earlier version of the OS.
