Apple Music is a subscription.
• Manage your Apple Music membership on your iPhone, iPad, iPod touch, Mac, or PC - Apple Support
iTunes, depending on where you are using it, is an application.
The name also implies a separate store where you may have
an account and buy things that can be used in several devices.
In my case, there are no re-occurring charges; I have no subscriptions
and do not have any pending purchases, and no Apple Music.

Billing errors and contacting iTunes Store may be helpful as they
can re-direct you as required to another valid section at Apple.
Sorry to not be of much help! 🙂
If you're in the US and the recurring charge is $10/month, it's likely for Apple Music. If it's $25/year, it's likely for iTunes Match. But there are many, many other subscription services that you might have, too.

Look at your purchase history to see what the charge is for.
