Based on you limited post I'm guessing you are using iCloud Photo Library -- if that guess is correct then it is working exactly as documented - the entire and only purpose of ICPL is to sync libraries so every change (additions, deletion or edit) you make on any device is made on all devices -- on devices with limited storage you use optimized photos on that device
If you do not want that then you need to stop using ICPL as that is what it does

Jun 13, 2016 12:36 PM in response to sharonfromwerribeeby léonie,★HelpfulIf you are using iCloud Photo Library as LarryHN suspects, the way to free storage on iPad is to enable "Optimize Storage" on the iPad,. Then the iPad will only store smaller versions of the photos and download the full versions from iCloud. You can reduce the amount of used storage to 10% this way. But iCloud Photo Library will try to use as much storage as it can get on the device, the storage is managed auto matically.
