Hi
I'm afraid it is not presently possible to track, find or recover your watch via any Apple service, with or without the serial number.
The watch does not have built-in GPS features, so it cannot be physically tracked or located in the same way as, for example, an iPhone (via Find my iPhone). This applies regardless of whether Activation Lock is turned on or off.
If Activation Lock was enabled for your watch, turn on Mark as Missing, either using the Watch app on your iPhone or via iCloud.com. Instructions for turning on Mark as Missing are provided in the support article linked below. This disables any Apple Pay cards on your watch and prevents anyone else from pairing the watch with their iPhone without having your Apple ID and password. If you had added cards to Apple Pay on your watch, you can also call your card issuer to advise them of the theft.
Also report the theft to your local law enforcement / police.
If you purchased AppleCare+, note that this provides cover for up to two instances of accidental damage, but it does not cover theft.
