Q: icloud contact

I have 2 iphones which are iphone 4 & iphone 6. I has set icloud contact list in both. Problem was found as below

     In iphone 4 contact not import even I try to log out icloud account & log-in 3-4 times

     In iphone 6 I has set in morning use (3G) but contact list just happen in evening when I connect wifi.

Other Question

1.Can we set icloud contact in both phone?
