Thanks for using the Apple Support Communities. Siri is a great tool to have access to on your iPad, and I'm happy to provide some resources to help her here you without your headphones.
It sounds as though this is related to some difficulties with the microphone on your iPad Mini. We'll want to isolate this to see if it is indeed the microphone, or if it's Siri causing the issue.
To start, see if you can use your microphone in the Voice Memos app. If you notice that the microphone isn't working there either, then check out the steps listed under the Get Help section of this article:
Get help with the microphones on your iPhone, iPad, and iPod touch
- Unplug any accessory plugged into the headset jack.
- Avoid blocking the microphone and iSight mic with your fingers while holding the device or recording video.
- Remove screen protectors, films, or cases that cover the microphone, iSight mic, or iPhone receiver.
- Clear any debris from the microphones or iPhone receiver. Refer to the user guide for your device on microphone locations.
- Restart your device.
- Make sure you have the latest version of iOS.
If you notice that your microphone still isn't working, before looking into service for your iPad Mini, you can backup and restore your iPad as new. Doing so allows you to test this with fresh software so that you can eliminate software as a cause:

Use iTunes on your Mac or PC to restore your iPhone, iPad, or iPod to factory settings
