Are you still seeing photos when you go into your Photos app and tap on Albums? You can disable iCloud Photo Library in Settings>iCloud>Photos. I wouldn't suggest deleting any of your photos that you intend to keep if you are using this though. iCloud Photo Library FAQ - Apple Support

The service is not meant as an archive, but as a means to keep your total library visible on all of your devices that can use this service. Turning off the function will not delete the photos it presently stores from existence though. You can still view them through iCloud.com.

If you are seeing photo in your Photos app and it is not because of iCloud Photo Library (or Photostream), you will need to plug your iPhone into your computer and open iTunes as though you were going to select music to sync to your iPhone. Navigate to the Photos tab under your iPhone Summary screen and uncheck the Sync Photos option, then hit Apply in the lower right corner of iTunes. This will ask if you want to erase the photos from your iPhone or if you would like to keep them. Choose the option to remove them. This will not remove them from your computer where they would have originated from in this case.

Sync your iPhone, iPad, or iPod touch with iTunes on your computer using USB - Apple Support

Depending on which iOS version you're using, deleted photos remain on the device for 30 days in the "Recently Deleted" album.  You can delete them sooner than 30 days if you want, just go to the Recently Deleted album within the Photos app and re-delete them -- they'll be gone for good, so make sure you save any that matter.

    First of all,

    1 step - Soft Solution:

    • First, you should disable the location of your iCloud
    • Second, you will need to update your iOS system (If it still shows that it is full) The backup you made in using your iTunes on your computer and restore your iPhone 5

    2 step - Solution hard:

If you need all your data and you do not have the space of stock, you can use the SunDisk for more stock to iPhone 5
