Picture file size

Can I force pictures on my device to be optimized for file size right away versus waiting a month or so for iCloud to Do it.

iPhone 6, iOS 9.3.2

I'm not exactly sure what you're asking, but you could go into Settings > Photos > Optimize iPhone Storage on your iPhone -- iCloud Photo Library FAQ - Apple Support

You could disable iCloud Photo Library, remove the photos and then re-enable it again and it will download everything in an optimised state, but that is quite a lot of time if you have a large library.
