I am hoping to find some help with this issue.
If I have sent a message to someone while their phone was broken, will they receive it when they get their phone fixed? Or will they only receive the messages that were previously backed up to their computer or iCloud?

Maybe. Carriers generally only hold undelivered SMS messages in the network for, at most, a couple of days. After that, they're deleted. So, if the recipient doesn't have an active phone for an extended period of time, they may never get some messages.
they will if they move the sim card to any other phone they too will receive the messages send as sms if they were sendt as iMessage they will not be received until they use an ios device with the same appleID
Yes, If they used carrier network to send the message anytime when the phone get fixed, or they can transfer the simcard to another phone. But if you are using some app messaging platform, you may receive ones your unit get fixed.
