I see from your post that you are unable to use your bluetooth speaker with the Voice Memo app in your iPhone.
This is expected behavior if the bluetooth device does not have microphone. If your bluetooth speaker does have a microphone, then let's start by unpairing it from your iPhone. Here is a knowledge base article that explains how:Set up and use third-party Bluetooth accessories
Disconnect a Bluetooth accessory
To temporarily disconnect the accessory, go to Settings > Bluetooth, and tap i next to your Bluetooth accessory. Then tap Disconnect.
After the bluetooth speaker is disconnected from your iPhone. Please restart your iPhone.
Restart your iPhone, iPad, or iPod touch
Then pair your bluetooth speaker once more. And check if the issue persists.
