I was looking for a picture I took on a course, and I knew the exact date (in 2015) and place. Had to scroll back chronologically to find it. If I would have been looking for a photo from 2012, I'd still be scrolling. Is there an easier way?

No, not by specific dates, but you can search by month and year or by title and location. You can also switch from moments to collections and to years to avoid long scrolls getting to the date you want to look at. One way or another you should be able to find your photo from 2012 in a few seconds.
I don't see how I can do that (I'm talking about Photos on iCloud.com, the web interface). All I can see are two options up top: Moments and Albums. Can't figure out how to "zoom out" from moments, to get to Collections or to Years (which would be what I need).

I do indeed have a Mac, but I need to access stuff from the web as well, at work, and when travelling (without a laptop). So no way to do that from iCloud.com?
No, I don't see a way to do what you need to do.
