Q: iCloud storage problem.

It says you are using 198.6 MB for documents and data, that's not all your files, what about mail for example.

You would want to be looking at something more in this area. You are presently only viewing what iCloud manages for the sole purpose of iCloud Drive's function.

Settings>General>Storage & iCloud Usage>Manage Storage (under ICLOUD, 2nd option on the page)

Unless, do you simply have 0 backups in iCloud? Contact Apple for support and service - Apple Support if you need help understanding what may be taking up your iCloud Storage. Ask for Account Security.
