You would want to be looking at something more in this area. You are presently only viewing what iCloud manages for the sole purpose of iCloud Drive's function.
Settings>General>Storage & iCloud Usage>Manage Storage (under ICLOUD, 2nd option on the page)
Unless, do you simply have 0 backups in iCloud? Contact Apple for support and service - Apple Support if you need help understanding what may be taking up your iCloud Storage. Ask for Account Security.
