According to an MS employee, it's an intermittent bug they thought they had fixed in the 15.2.1 release. The fix at this time is to shut down all Office 2016 apps and remove a file from your user account. A partial of the post that contains the pertinent information:
Can you quit your Mac Office apps, delete a file called "MicrosoftRegistrationDB.reg" in ~/Library/Group Containers/UBF8T346G9.Office, empty the trash and then relaunch Outlook and see if that makes any difference?
Make sure to delete only the file MicrosoftRegistrationDB.reg within the folder UBF8T346G9.Office, not the entire thing or you will lose your entire email database, contacts, etc.
It it possible SHIFT+CTLR+* is for US English keyboards, or try SHIFT+ALT+* or SHIFT+CMD+*
there should be a paragraph symbol possibly on an edit tab or view tab, if it's highlighted turn it off.
otherwise Outlook 2016 has a support community and you might get responses there as well

I read before but it didn't help me. I tried that.
CTRL+SHIFT+*. (You must use the asterisk on the 8 key.) It's not working for mac. It works for windows user.
That's the same topic I posted the relevant information from so the OP wouldn't have to waste time reading through the unimportant info.
