I can't sign into my icloud account

On my iphone 5 ios 9.3.2 there is an error in which whenever I try to do anything with my icloud account it prompts me to sign in, I sign in and there is and an error so I change my password and try again, the new password doesn't work either. The error goes like this "Verification failed There was an error connecting tp the Apple ID server." then it gives my the option whether to cancel or to try again. What is the problem and is there anyway that I can fix it?
