Q: My photo stream not caching

I use My Photo Stream and Icloud Photo Library. I have about 30 000 photos at Icloud. Am I correct that Stream should keep 30 days photos at Ipad with full resolution? Now all photos are low resolution and everytime I open even the last photo, Ipad downloads it from the web. Ipad library size is about 12 GB, same library at Iphone is 3 GB? Total at Icloud is 65 GB. My Photo Stream size is below 1 MB even I open photos and look them. Ipad has 5 GB free space. I think that earlier photos were saved with full reso to the Ipad and Stream size was bigger. Is this normal today? Only benefit to use Stream is get photos from other machines but all needs to download from web. Still the downloading is slow even I have fast connection, about 4-5 seconds per photo.

    Having access to all your photos without filling up your devices is a great feature of iCloud Photo Library.  The iCloud Photo Library accomplishes this by allowing you to choose to keep low-resolution copies locally, while still having access to the high-resolution originals when needed.  The original photos are uploaded to the iCloud Photo Library as follows:

     

    When you turn on iCloud Photo Library on your iOS device or Mac, your photos and videos will upload after you connect to the Internet with Wi-Fi and your battery is charged. You can see the status and pause the upload for one day when you follow these steps:
    On your iOS device, tap Settings > iCloud > Photos.
    On your Mac, click Photos > Preferences > iCloud.
